    Introduction:

    The purpose of the Youth and Law Enforcement Grant (YLEG) is to provide funding for a program that focuses on building relationships and crime prevention programming between youth and law enforcement. This program must be located in a city with more than four hundred thousand inhabitants and located in more than one county.

    Project Requirements:

    Programs must provide youth engagement services with law enforcement as part of a long-term strategy to help sustain positive relationships between youth and the law enforcement community. The program must be evidence-based, and the purpose must meet at least one of the following:

    1. Reduce violence and criminal activity
    2. Assist youth in developing positive relationships with the law enforcement community
    3. Proactively promote public trust by initiating positive nonenforcement activities to engage communities
    4. Work with law enforcement agencies to reduce overly aggressive crime fighting strategies
    5. Provide life skill development for youth through the program

    Funding Allocation:

    SFY 2025 YLEG funds, in the amount of $727,500.00, were appropriated through Missouri House Bill 8 Section 8.005.

    Period of Performance: 8 months

    Projected Period of Performance End Date: May 31, 2025

    Funding Instrument: Grant – General Revenue Fund 0101

    Eligible Applicants:

    Eligible applicant must be registered with the IRS as a 501(c)(3) corporation (non-profit agency) that will provide the program services to Missouri residents within a city with more than four hundred thousand inhabitants and located in more than one county.

    Ineligible Applicants:

    Ineligible applicants include for-profit, governmental, and nonprofit organizations that are not registered with the United States IRS as a 501(c)(3) corporation or is unable to provide services to the residents of Missouri within a city with more than four hundred thousand inhabitants and located in more than one county.

    Eligible Funding Areas:

    YLEG funds may be awarded for any of the following budget categories as deemed necessary to operate the proposed project effectively and efficiently within the eligible area:

    1. Personnel, Personnel Benefits
    2. Personnel Overtime, & Personnel Overtime Benefits
    3. Travel/Training
    4. Equipment

    Equipment is tangible, nonexpendable personal property having a useful life of more than one year and a per-unit acquisition cost of $5,000.00 or more.

    1. Supplies/Operations

    Supplies are all other items of tangible personal property that are not equipment.

    1. Contractual

    Costs directly associated with the project and its activities that are secured on a contractual nature.

    Ineligible activities and cost items include, but are not limited to the following:

    q Daily Subsistence (meals) within Official Domicile

    q Entertainment Expenses & Bar Charges

    As part of the SFY 2025 YLEG application, each eligible applicant must complete all application forms and provide all required documents:

    1. Project Form

    Applicants will be required to describe their project including a timeline for the project to be completed. Specific deliverables and milestones will need to be provided including how data will be collected to show the project outcomes.

    Applicants will be required to provide a detailed budget including justification for each expected expenditure.
